Business Analyst

Hill Associates Corporation is seeking a Business Analyst to join our team supporting a large Washington, D.C. Federal agency in the telecommunications division. Position will report to the consulting team’s Program Director and interface with customer liaisons, business operations staff, engineering staff, vendors and client leadership. This is a financial role and requires exceptional business modeling skills using MS Excel and Access. Knowledge of telecommunications concepts and practices is a notable plus.

What You’ll Get to Do:

Financial Management – Support Program leadership and SMEs with business case development, budget development, variance reporting, obligation and expense tracking, and revenue forecasts. Provide financial support of enterprise service offerings and the internal cost recovery of services.

Vendor Financial Management -Maintain inventory of service requirements used for budgeting and invoice validation, and contract pricing. Evaluate vendor pricing proposals for new or modified services, and provide recommendations.

Ad Hoc Pricing and Reporting – Respond to customer pricing requests, prepare pricing estimates, and proactively identify configuration options to maximize value. Field requests to model financial impacts of various service scenarios.

You’ll Bring These Qualifications:

  • Bachelor’s Degree in finance, information technology or equivalent experience

  • Demonstrated success in establishing and managing to business cases and budgets

  • Solid proficiency in Microsoft Excel and Access, with demonstrated use of these tools to model business practices and financial constructs

  • Working knowledge of databases, including the ability to normalize data into relational tables

  • Demonstrated analytical, research, and quantitative abilities

  • Critical and creative thinker with strong attention to detail

  • Ability to work in complex situations with varying degrees of ambiguity and change

  • Solid written and oral communication skills

Additional/Preferred Qualifications:

  • Financial experience in an enterprise IT organization.

  • Telecommunication experience in the areas of service delivery and financial management.

  • Federal government finance experience, including familiarity with financial processes, OMB Exhibit 53/300, and budget management.
