Business Operations Analyst – Telecommunications

Hill Associates Corporation is seeking a Business Operations Analyst to join our team supporting the Office of the Chief Information Officer (OCIO) in a large Washington, D.C. Cabinet-level Federal agency. The position will report to the consulting team’s Program Manager. The position will initially focus on the Infrastructure & Operations (I&O) group within OCIO supporting management and oversight of an enterprise contract for vendor-managed Wide Area Network (WAN), voice, and telecommunications services. It will involve interfacing with program stakeholders that are both federal employees and contractors.

The Business Operations Analyst will work with sizable datasets representing the network, voice, and telecommunications services inventory to drive business-related processes, monitor contract compliance, and influence decision-making in a federated enterprise environment. The position requires a fundamental understanding of supported concepts and technologies including WAN, Local Area Network (LAN), Voice over IP (VoIP), and related network-based communications technologies. The ability to work efficiently with large sets of data is essential along with exceptional organizational skills, written and oral communication skills, strong attention to detail, critical thinking abilities, and effective collaboration with a variety of stakeholders.

Remote-based support in the Washington, D.C. area is currently supported. The position is expected to transition from fully remote support to a hybrid posture involving some telework and some on-site work at a customer location in Washington, D.C. Timing for the transition is currently unknown.

What You Will Get to Do:

The Business Operations Analyst will be responsible for maintaining datasets to support service inventory reporting, financial modeling, program performance, contract compliance, project and order tracking, and to support decision-making for program leadership and customers. In addition, the position involves meeting facilitation with program staff, leadership, and customers, the capture and maintenance of program data to drive decision making, data analysis and reporting, process development and documentation, project tracking, support for various smaller-scale projects involving one or more program customers, and ad-hoc reporting.

You Will Bring These Qualifications:

  • At least three (3) years of experience in an IT function or related technical capacity

  • Bachelor’s Degree in business, information technology, or relevant field of study

  • Excellent proficiency in Microsoft Excel or Access

  • Demonstrated ability to make data-driven decisions and to independently execute and advance tasks.

  • Demonstrated analytical and quantitative abilities

  • Critical and creative thinker with strong attention to detail

  • Ability to work in complex situations with varying degrees of ambiguity and change

  • Demonstrated ability to make data-driven decisions and to independently execute and advance tasks

  • Solid written and oral communication skills

  • Knowledge of business analysis, methods, and supporting toolsets

  • Ability to communicate issues to diverse audiences, orally and in writing, in an easily understood, authoritative, and actionable manner.

  • Ability to multi-task and handle several concurrent projects

Additional/Preferred Qualifications

  • Direct or indirect Federal Government experience

  • Familiarity with Federal Government Program Management Offices
