Position Summary:

Hill Associates Corporation is seeking a Cloud Financial Analyst to join our team supporting the Infrastructure and Operations (I&O) group within the Office of the Chief Information Officer (OCIO) in a large Washington, D.C. cabinet-level federal agency. The Cloud Financial Analyst will provide financial analysis in support of business planning and development of cloud solutions for the agency and will be responsible for integrating cloud financials with the Technology Business Management (TBM) framework to provide full transparency for the cost of cloud services.

The position will interface with a variety of federal employee and contractor stakeholders. The candidate must have excellent analytical, written and verbal communication skills, work both independently and be capable of working with teams, be highly self-motivated and a quick learner with superior MS Office skills (a MS Excel expert in particular). Interface requirements include, but are not limited to customer liaisons, business operations staff, technical staff, vendors, Contracting Officer’s Representatives (CORs), and client leadership (CXOs).

This role will require exceptional financial project management experience with broad responsibilities for a variety of financial support components including business and cost modeling using MS Excel, Information Technology (IT) budget formulation (budget development) and execution (spend management), and TBM implementation.

The position provides flexible work arrangements between on-site at a customer location in Washington, D.C. and remote work options, with minimal travel outside the metropolitan area. Note, during the pandemic this position is full time telework.

 What You’ll Get to Do:

  • Development of charge back, cost allocation, budget execution, and budget forecast models.

  • Financial oversight and management of cloud operating budgets and chargeback to internal and external customers, including the development and delivery of ongoing analyses to identify cost and budget trends and deviations from forecasts.

  • Cost optimization at the program and platform level including developing strategies and guidelines for the use of reserved, on-demand, and spot instances with the assistance of Cloud Architects and Engineers.

  • Creation and implementation of tagging guidelines to ensure the appropriate categorization of costs, including the association of costs with the cloud service and customer.

  • Implementation and oversight of financial reporting for the cloud program.

You’ll Bring These Qualifications:

  • Professional experience of at least 5 years.

  • Direct experience with Federal Government financials.

  • Familiarity with federal funding constructs to include appropriations, Working Capital Funds (WCF), and Franchise Funds.

  • Understanding of cloud computing technologies, specifically with AWS.

  • Demonstrated analytical, research, and quantitative abilities and skills.

  • Experience in financial modeling and analysis of large-scale IT infrastructures, applications, or services.

  • Fluent with IT service fundamentals and terminology.

  • Critical and creative thinker with strong attention to detail and a passion for accurate data.

  • Ability to work in complex situations with varying degrees of ambiguity and change.

  • Expert experience with MS Excel, with demonstrated use of these tools to model business practices and financial constructs.

  • Solid written and oral communication skills, including proficiency in MS PowerPoint and MS Word.

  • Knowledge of business analysis, methods, and supporting toolsets.

Additional/Preferred Qualifications:

  • Bachelor’s degree in finance, accounting, information technology, or related field.

  • Financial experience in an enterprise IT organization.

  • Technical Business Management (TBM) experience.

  • Microsoft Azure or other Cloud Service Provider (CSP) experience beyond AWS.

  • Familiarity with federal government procurement processes and practices.

  • Certified Government Financial Manager (CGFM), Certified Public Finance Officer (CPFO), or other certification related to federal financials.

  • Master of Business Administration (MBA) or advanced degree.
