Cyber/SOC Project Manager

Hill Associates, a leading IT Consultant, is searching for a highly experienced PM who is ready to take on the challenge of managing the 24x7x365 Global Security Operations Center (GSOC) program providing Department-wide security operations for a major Federal Government Agency in the DC metro area. In this high visibility position, you will support Department-wide security for over 117,000 people, interface with multiple Bureaus, and coordinate with stakeholders both inside and external to the Department.

This role requires deep knowledge and experience in managing people, processes, and tools to deliver Cyber Security Operations, including: defending the Department against unauthorized activity within computer networks; detecting, monitoring, and analyzing suspicious activity; leading response / restoration actions to malicious activity; and providing a structure for users to report suspected cybersecurity events. The GSOC team is comprised of highly professional security analysts, engineers, and IT experts organized to detect, analyze, respond to, report on, and prevent cybersecurity incidents.

This is a fully funded position immediate hiring!!

Primary work location is in Vienna (Tysons Corner) Virginia, with occasional travel to Government offices in downtown Washington, DC.

What You’ll Get to Do:

  • Primary point of contact responsible for overall coordination and management of the program including the quality of all products, services, and deliverables.

  • Manage all team members, including sub-contractor personnel.

  • Communicate with the Government on contract performance.

  • Prepare and participate in Monthly Project Management Review (PMR) briefings to the Government. Produce and deliver all recurring program reports.

  • Ensure project activities are compliant with Treasury standards, procedures, and security requirements.

  • Monitor all work and coordinate with designated Government interfaces and other vendors when required.

  • Principal liaison with external entities and stakeholders for GSOC related matters.

  • Act in the best interests of the Government in relationships with other commercial providers and maintain complete confidentiality and the highest ethical standards in these matters, as related to the performance of this contract.

  • Program management functions, including: oversee fiscal, operational, administrative, and human resources management of the program; planning, organizing, directing, scheduling, and controlling resources and outcomes. Develop and implement the appropriate processes and project management plans that initiate, plan, execute, and monitor/report all program activities to successfully meet GSOC objectives.

You’ll Bring These Qualifications:

  • U.S. Citizen

  • Active Top Secret Clearance

  • At least 10 years project management experience on previous IT/cyber security projects of similar scope, complexity, and size

  • At least 5 years experience working in a Security Operations Center (SOC) or providing similar cyber security functions for large scale

  • Experience directly supervising multi-skilled cybersecurity or IT security teams of at least 20 or more people

  • PMI PMP Certification

  • Cyber / Cloud Security certifications (CISSP, GSEC, CISM, CISA, CCSP, CCSS, etc.) preferred

  • Experience or depth of knowledge in the following:

    • Cyber Threat Intelligence

    • Network traffic analysis and packet capture inspection

    • Tier I & II monitoring

    • Malware analysis, advanced analysis, analytic and methodology development

    • Hunting/discovery analysis

    • Dynamic, incident response and triage

    • Alert, incident handling & communications/notifications

    • Digital Media Analysis

    • Network signature development

    • MS Project, SharePoint, EPM Live, Visio, and MS Office software

    • Knowledge of Infrastructure Technology Infrastructure Library (ITIL) capabilities
