Enterprise Data Analyst/IT Specialist

Hill Associates Corporation is seeking an Enterprise Data Analyst/IT Specialist to join its team supporting the Office of the Chief Information Officer (OCIO) in a large Washington, D.C. Cabinet-level Federal agency. The position will focus on data analytics associated with the agency’s IT services and expenditures, including, but not limited to Technology Business Management (TBM), Capital Planning and Investment Control (CPIC), and IT-related acquisitions. In general, the IT specialist will have access to the data sources the agency uses for meeting its Government reporting and oversight responsibilities and assist in the analysis and reporting of information needed for both regular reporting and ad-hoc requests. Such analyses play a key role in ensuring visibility into agency operations, IT assets, and IT expenditures.

What You Will Get to Do:

This position will report directly to the Hill Associates Project Manager and have direct contact with this Agency’s staff. As a key member of the agency’s support team, you will:

  • Interact with agency personnel to gather and analyze IT-related data across the enterprise

  • Organize agency IT-related data to facilitate the access and query of enterprise IT data, including the development of an analytical “portal” for agency staff use

  • Engage with agency stakeholders to collect and analyze IT information required for enterprise-level reporting

  • Identify and compute metrics related to cost, schedule, performance, and risk

  • Assist agency personnel in the deployment and maintenance of an enterprise-level TBM capability through issue tracking and resolution

  • Assist in the design and production of standardized reports to be published on a regular (monthly, quarterly, annual) basis

  • Develop and maintain data reporting templates

  • Conduct ad-hoc analyses as required

  • Ensure that the Office of Management and Budget (OMB) and other Government requirements related to reporting of IT-related information are met

This position requires U.S. Citizenship. The candidate must have the ability to obtain and maintain a public trust suitability clearance. 

Remote-based work is currently supported for qualified candidates.

You Will Bring These Qualifications:

  • Bachelor’s Degree in IT or related field of study

  • Five years of IT-related experience

  • Demonstrated strength in conducting analysis of large data sets and preparing clear summaries

  • Proficiency in Microsoft Excel using pivot tables, logic formulas, and functions such as VLOOKUP, data validation, named ranges, conditional formatting

  • Solid written and oral communication skills

  • Ability to build and sustain collaborative relationships with internal and external stakeholders

  • Demonstrated capability for organizing disparate data sources

  • Experience in developing analytical portals

Desired Experience:

  • Advanced (e.g., Masters) degree in IT, data sciences, or related curriculum

  • Familiarity with IT services and concepts

  • Software development experience (e.g., Java, Python)

  • Issue tracking and resolution (e.g., via Jira)

  • Experience using relational databases and conducting queries using SQL

  • Experience using Business Intelligence tools such as Tableau

  • Familiarity with TBM or other financial management taxonomy frameworks and related analytical software

  • Experience with Apptio Software as a Service platform

  • Familiarity with Federal Government requirements related to IT governance
