Hill Associates Corporation is seeking an Invoice Independent Verification and Validation (IV&V) Specialist to join our team supporting the Office of the Chief Information Officer (OCIO) in a large Washington, D.C. Cabinet-level Federal agency. The position will report to the consulting team’s Program Manager. The position will initially focus on the Infrastructure & Operations (I&O) group within OCIO supporting management and oversight of an enterprise contract for vendor-managed Wide Area Network (WAN), voice, and telecommunications services. It will involve interfacing with key stakeholders to include federal employees, contractors, and service providers, to ensure financial compliance with services delivered to program customers under the contract.

The Invoice IV & V Specialist will support validation of vendor invoices for WAN, Local Area Network (LAN), Voice over IP (VoIP), and related network-based communications technologies delivered under an enterprise contract.  The role requires proficiency in data management to include standalone database development, administration and maintenance, and extreme attention to detail in a highly nuanced and dynamic shared services environment.

Remote-based support in the Washington, D.C. area is currently supported but the position is likely to transition to on-site work at a customer location in Washington, D.C

What You Will Get to Do:

The Invoice IV&V Specialist is responsible for the monthly validation of vendor invoices for WAN, LAN, Voice, and telecommunications services provided to a broad customer based. This requires effective maintenance of supporting datasets in a dynamic, enterprise-level, managed services environment. The position will be responsible for development and implementation of validation procedures, tools, supporting documentation, and subsequent reporting for monthly invoices consisting of 10,000 or more lines of billing data with 100% accuracy. This includes collecting, consolidating, and grooming data from multiple sources to support ongoing maintenance of reference tables, identifying root causes and trends in billing errors and recommended corrective actions, creating recurring reports, and working with the vendor to resolve billing issues.

You Will Bring These Qualifications:

  • Bachelor’s degree in an Information Technology (IT), Finance, Accounting or related field.

  • At least 5 years of experience in an IT-related position; experience in an environment involving WAN or telecommunications infrastructure and/or technologies is preferred

  • Proficiency in relational database management (Microsoft Access, SQL, etc.)

  • Proficiency in Microsoft Excel, including the ability to understand, develop and enhance Excel VBA macros, work with pivot tables, and navigate complex spreadsheets.

  • Proficiency in Microsoft Access or other database applications; SQL and Visual Basic is a plus.

  • Strong data analytical skills and attention to detail.

  • Strong written and oral communication skills including the ability to articulate causes, impacts and solutions to complex problems.

  • Ability to multi-task and meet multiple deadlines concurrently.

  • Ability to work in a fast-paced team environment and interact with vendors, customers, customer liaisons, business operations staff, engineering staff, and program leadership.

Additional/Preferred Qualifications:

  • MBI Security Clearance (Public Trust) or ability to obtain a higher level clearance

  • Familiarity with general networking and telecommunications concepts is preferred.

  • Financial experience in an enterprise IT / telecommunications / networking organization is preferred.
