Hill Associates is seeking a Senior Cloud Financial Analyst to join our team supporting the Infrastructure and Operations (I&O) Office of the Chief Information Officer (OCIO) in a large Washington, D.C. Cabinet-level Federal agency. This position will be responsible for the financial management of the Enterprise Cloud Program whose activities will include budgeting and forecasting, analysis and modeling for cost optimization, and the development of a chargeback model for cloud products and services. The Senior Cloud Financial Analyst will provide financial analysis in support of business planning and development of cloud solutions for the agency and will be responsible for integrating cloud financials with the Technology Business Management framework to provide full transparency of the cost of cloud services.

The position will interface with a variety of federal employee and contractor stakeholders. The candidate must have excellent analytical, written and verbal communication skills, works both independently and capable of working with teams, is highly self-motivated and a quick learner with superior MS Office skills. Interface requirements include, but are not limited to customer liaisons, business operations staff, technical staff, vendors, Contracting Officer’s Representatives (CORs), and client leadership (CXOs).

This role that will require exceptional financial project management experience with broad responsibilities for a variety of financial support components including business and cost modeling (MS Excel, MS Access), Information Technology (IT) budget formulation (budget development) and execution (spend management), and Technology Business Management (TBM) implementation.

This position requires on-site work at a customer location in Washington, D.C. with minimal travel outside the metropolitan area.

Responsibilities include:

  • Development of charge back, cost allocation, and budget forecast models

  • Financial oversight and management of cloud operating budgets and/or chargeback to internal customers including the development and delivery of ongoing analysis to identify cost and budget trends, and deviations from forecasts

  • Cost optimization at the Program and platform level including developing strategies and guidelines for the use of reserved, on-demand, and spot instances with the assistance of Cloud architects and engineers

  • Creation and implementation of tagging guidelines to ensure the appropriate categorization of costs, including the association of costs with the cloud service and customer

  • Implementation and oversight of financial reporting for the Cloud Program

Requirements:

  • Bachelor’s Degree in finance/accounting, information technology, or relevant experience of at least 5 years

  • Understanding of cloud computing technologies and AWS experience

  • Demonstrated analytical, research, and quantitative abilities

  • Experience in financial modeling and analysis of large-scale IT infrastructure, application and/or service investments

  • Financial experience in an enterprise IT organization

  • Fluent with IT service fundamentals and terminology

  • Critical and creative thinker with strong attention to detail

  • Ability to work in complex situations with varying degrees of ambiguity and change

  • Solid proficiency in Microsoft Excel and Access, with demonstrated use of these tools to model business practices and financial constructs

  • Solid written and oral communication skills, including proficiency in PowerPoint and Word

  • Knowledge of business analysis, methods and supporting toolsets

Desired Experience:

  • Direct or indirect Federal Government experience

  • Technical Business Management (TBM) experience

  • Microsoft Azure or other Cloud Service Provider experience beyond AWS

  • Familiarity with federal government procurement processes and practices

  • Familiarity with federal funding constructs, to include appropriations, Working Capital Funds (WCF), and Franchise Funds

  • M.B.A. or advanced degree
